Requires municipalities to permit multifamily (3+ dwelling units) and mixed-use developments (at least 65% residential) on religious land without requiring zoning changes, variances, special exceptions, or conditional use permits

Prohibits municipalities from restricting building height below 40 feet/3 stories, requiring front setbacks greater than 15 feet, rear setbacks greater than 10 feet, or side setbacks greater than 5 feet on religious land developments

Eliminates minimum parking requirements for these developments (except as required by federal law) and prohibits restrictions on density, floor area ratio, unit size, or building coverage

Excludes religious land located within a quarter mile of heavy industrial uses, airports, seaports, or military bases from these provisions

Allows affected persons or housing organizations to sue municipalities for violations, with courts authorized to award declaratory judgments, mandamus, injunctions, economic damages, and attorney's fees, while waiving governmental and official immunity
