Establishes the Tarleton State University College of Osteopathic Medicine as a new college under the management and control of The Texas A&M University System Board of Regents

Authorizes the board to prescribe courses leading to customary degrees and adopt policies for operating a "college of osteopathic medicine of the first class"

Allows teaching hospital facilities to be provided by either public or private entities as deemed suitable by the board

Adds the new college to the statutory definitions of "medical and dental unit" and "medical school" in the Education Code, placing it alongside other Texas medical institutions

Makes the college eligible to receive appropriations from state funds designated for medical research, health education, and treatment programs at health-related institutions of higher education
