Expands landlord disclosure requirements to include a telephone number, email address, or other reasonable contact method for reaching the landlord or management company during normal business hours

Limits tenant remedies to only obtaining a court order if the landlord fails to disclose required information but the tenant suffers no actual damages; full remedies (including one month's rent plus $100, attorney's fees, and lease termination) remain available only when damages occur

Provides a 30-day extension for landlords to comply with contact information update requirements during a governor-declared state of disaster, and bars tenants from seeking remedies unless they are in compliance with their own contact information duties
