Authorizes counties with populations of 500,000 or more to adopt a "housing first initiatives fee" through their commissioners court at an open meeting

Fee must be collected when a person pays fees for recording documents (as specified under Section 118.011(a)(1) or (2) of the Local Government Code)

Revenue must be deposited in a separate housing first initiatives account, with accrued interest remaining in the account

Funds may only be used for housing initiatives including emergency shelter expansion, homelessness prevention services, street outreach programs, rapid rehousing programs, and transitional housing programs

Counties may contract with private entities, nonprofit corporations, or other political subdivisions to implement these housing initiatives
