Requires property owners to install carbon monoxide detectors in residential properties, multiunit residential properties, residential facilities, commercial lodging establishments, and fraternity/sorority houses where construction begins on or after September 1, 2025

Prohibits owners from selling, leasing, or transferring ownership of covered properties unless equipped with compliant carbon monoxide detectors

Directs the executive commissioner of the Health and Human Services Commission to adopt rules specifying detector placement, installation requirements, number of detectors needed, and maintenance procedures for each property type

Grants the executive commissioner authority to designate additional residential property types subject to the requirements through rulemaking

Takes effect September 1, 2025, applying only to properties with construction beginning on or after that date
