Restores voting rights to individuals convicted of felonies who have been released on parole or mandatory supervision, eliminating the requirement that they fully complete their parole period before regaining eligibility to vote

Amends the definition of "qualified voter" in the Texas Election Code to allow those who have completed incarceration, community supervision, or probation to vote, as well as those currently on parole or mandatory supervision

Makes corresponding changes to voter registration eligibility requirements to align with the expanded voting qualifications for individuals with felony convictions

Takes effect immediately if passed with a two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
