Expands Medicaid eligibility to working parents of dependent children who apply for assistance and for whom federal matching funds are available

Requires the Health and Human Services Commission executive commissioner to adopt rules necessary to implement the expanded eligibility

Applies to initial eligibility determinations and recertifications made on or after the implementation date, regardless of when the application was submitted

Directs the executive commissioner to notify appropriate federal agencies of the expanded eligibility as soon as possible after the effective date

Allows state agencies to delay implementation if federal waivers or authorizations are required, and mandates they request such approvals

Effective date: September 1, 2025
