Requires the Texas Commission on Environmental Quality (TCEQ) executive director to respond to all public comments on preliminary decisions, removing the previous limitation to only "relevant and material" comments

Mandates that the chief clerk transmit the actual public comments submitted during the comment period to applicants and interested parties, in addition to the executive director's responses

Adds a new requirement that TCEQ must consider all public comments submitted during the public comment period when making decisions on applications

Applies only to applications filed with TCEQ on or after September 1, 2025; applications filed before that date remain governed by existing law
