County jails in counties with a population of 3.3 million or more must serve as polling places for any election in that county

Only county residents who are in custody but have not been finally convicted of the offense for which they are held are eligible to vote at these jail polling places

Jails must provide voter registration applications to eligible persons in custody who request them

Unregistered but otherwise eligible voters may register and vote on the same day at the jail polling place by submitting a voter registration application and presenting valid identification establishing county residence, or by using county jail records to verify identity and residence

The Secretary of State is responsible for prescribing procedures to implement the voting process at jail polling places; the act takes effect September 1, 2025
