Prohibits the University Interscholastic League (UIL) and participating public or private secondary schools from preventing eligible students from earning compensation for use of their name, image, or likeness (NIL) when not engaged in official league activities

Allows eligible students to obtain professional representation, including licensed attorneys, for NIL contracts and related legal matters

Eligibility requires students to be in ninth grade or above, meet academic grade requirements under existing law, and comply with UIL rules

UIL must adopt rules prohibiting compensation used to recruit or transfer students between schools, barring endorsements of alcohol, tobacco, nicotine products, steroids, sports betting, gambling, certain firearms, and sexually oriented businesses, and requiring financial literacy and life skills education

Amends existing law to allow NIL arrangements with student athletes starting in ninth grade, rather than waiting until college enrollment; applies to contracts entered, modified, or renewed after the effective date
