The Texas State Library and Archives Commission must establish guidelines for collection reviews by September 1, 2026, requiring libraries to annually review new materials for minors' sections and respond to public petitions within 10 days

Libraries that find violations must remove or relocate sexually explicit materials within 45 days; non-compliant libraries face civil penalties up to $10,000 per violation, enforceable by the attorney general through lawsuits or injunctions

Libraries must complete reviews of existing collections by September 1, 2027, post public notices by March 1, 2026, and provide compliance attestations to remain eligible for state library grants; religious materials are exempt from these restrictions
