Allows individuals who elect a health condition or disability designation on their driver's license or personal identification certificate to choose between displaying "COMMUNICATION IMPEDIMENT" text or another distinctive symbol authorized by department rule

Amends Section 521.1251 of the Transportation Code, which was previously added by S.B. 656 during the 88th Legislature in 2023

The amendment adds flexibility for how the designation appears on the identification document rather than requiring a single format

Takes effect September 1, 2025
