Establishes the Texas Geothermal Energy Production Policy Council within the Railroad Commission to study and make recommendations on the state's geothermal energy development policy framework

Council membership includes up to 13 members: the Railroad Commission chair (or designee), the director of the Bureau of Economic Geology at UT Austin (or designee), and up to 11 commission-appointed members representing various stakeholders, including 3-5 geothermal industry representatives

Council duties include studying geothermal energy industry development in Texas (production, pipeline transportation, and storage facilities), analyzing potential tax incentives and federal cooperation opportunities with the U.S. Department of Energy's Geothermal Technologies Office, and developing a state plan for geothermal production oversight

Council members serve without compensation or expense reimbursement

Council is abolished and the authorizing statute expires on January 1, 2032, with an effective date of September 1, 2025
