Authorizes the Texas Appraiser Licensing and Certification Board to establish a stipend program for appraiser trainees, those seeking certification or licensure, and supervising appraisers, funded solely through gifts, grants, and donations

Requires appraisers to notify the board within 10 days of changes to their mailing address, business address, business email address, or business telephone number

Expands eligibility for appraisal management company controlling persons to include those who are licensed (not just certified) as appraisers in at least one state

Prohibits appraisal management companies from having a controlling person whose appraiser license/certificate or appraisal management company registration has been suspended, revoked, or placed on probation in any state

Redirects administrative penalties collected from appraisal management companies to the general revenue fund instead of a restricted fund previously used for educational programs and consumer protection studies
