Transfers authority from the U.S. Department of Labor to the Texas Workforce Commission to recognize apprenticeable occupations and certify industry-recognized apprenticeship programs

Requires apprenticeable occupations to meet specific criteria: customarily learned through structured on-the-job supervised training, clearly identified throughout an industry, involving manual/mechanical/technical skills requiring significant work experience, and requiring related instruction

Authorizes the commission to distribute partial grant reimbursement payments to eligible recipients as program participants meet milestones for on-the-job training and employment

Mandates the commission adopt rules establishing performance metrics (including completion rates and retention outcomes), data reporting timelines for grant recipients, and annual public reporting of aggregated performance data on the commission's website

Takes effect September 1, 2025, and applies only to grants awarded on or after that date; passed the House 119-29 on April 29, 2025, and the Senate 25-6 on May 21, 2025
