Expands the scope of individuals who may be designated as permanently ineligible for juvenile officer certification to include those employed by, under contract with, or volunteering for the Texas Juvenile Justice Department, juvenile probation departments, or registered juvenile facilities

Allows permanent ineligibility designation for individuals who engaged in conduct that violates the Human Resources Code chapter or department rules, or demonstrates unsuitability for certification

Authorizes the executive director to convene a three-member board panel to determine if an individual's certification eligibility threatens juveniles in the juvenile justice system

Requires temporary ineligibility designation followed by an administrative hearing before the State Office of Administrative Hearings if the panel finds the individual poses a threat to juveniles

Takes effect September 1, 2025
