Creates the Texas Commission on Marriage and Family, a 7-member body appointed by the governor (3 members), lieutenant governor (2 members), and speaker of the house (2 members)

Requires commission members to have expertise in marriage and family formation, including family law attorneys, counselors, child development experts, nonprofit leaders, researchers, and clergy

Directs the commission to evaluate state laws, rules, and policies that may discourage Texans from marrying and raising children, and assess the effectiveness of state-funded premarital education and family formation programs

Commission must submit a report with findings and legislative recommendations to state leadership by November 1, 2026

Commission members serve without compensation but receive expense reimbursement; the Health and Human Services Commission provides administrative support; the commission expires December 31, 2026
