Establishes the Texas Prekindergarten Fund as a dedicated account in the general revenue fund, consisting of appropriations, dedicated revenues, investment earnings, and gifts or grants

Restricts fund usage to four purposes: expanding access to high-quality prekindergarten programs, providing financial assistance to school districts and charter schools offering prekindergarten, supporting teacher professional development, and enhancing facilities and instructional resources

Requires the Texas Education Agency to allocate funds based on the percentage of educationally disadvantaged students, geographic and demographic needs, and compliance with high-quality prekindergarten standards

Prioritizes funding for districts and schools serving low-income families, rural and underserved communities, or those demonstrating high performance in early childhood education outcomes

Mandates the agency submit an annual report to the governor and legislature by September 1 detailing fund distribution, student performance impacts, and legislative recommendations; effective September 1, 2025
