Expands notification requirements for concrete batch plant permit applications to include notice of public comment periods, public meetings, public hearings, contested case hearings, and commission decisions to county judges and municipal presiding officers

Doubles the minimum distance requirement for central baghouses at permanent concrete plants from 440 yards to 880 yards from residences, schools, or places of worship

Removes the exemption that previously applied the distance requirement only to plants in areas not subject to municipal zoning, making the 880-yard setback apply to all permanent concrete plants regardless of zoning status

Applies only to permit applications filed with the Texas Commission on Environmental Quality on or after September 1, 2025; existing applications remain governed by prior law
