Authorizes counties with populations under 50,000 that are adjacent to both a county with over 2 million residents and a county with fewer than 1,000 residents to adopt noise regulations for unincorporated areas

Permits commissioners courts to prohibit loudspeaker or sound amplifier noise determined to be a nuisance, with a minimum threshold of 70 decibels measured at 50 feet from the property line

Restricts noise regulations to nighttime hours: 10 p.m. to 6 a.m. Sunday through Thursday, and 11:59 p.m. to 8 a.m. on weekends

Exempts sounds from emergency vehicles, utilities, oil and gas operations, agricultural activities, chemical manufacturing, solid waste facilities, school and youth athletics, county-sponsored events, and places of worship

Creates a Class C misdemeanor for violations, allows counties to issue special event permits with fees, and authorizes counties to seek injunctive relief in district court
