Authorizes the creation of a Religious Institutions Self-Insurance Pool allowing churches, nonprofit religious organizations, and religious denominations to obtain property and casualty coverage on a self-insured basis for building damage, premises liability, contents, wind/hail, loss of use, and medical payments

Requires the pool to be governed by a nine-member board of trustees, maintain a minimum combined net worth of $1 million among organizing parties, and earn at least $750,000 in premiums during the first year and $2 million annually thereafter

Establishes that the pool is not considered an insurer under Texas law, is not covered by the Texas Property and Casualty Insurance Guaranty Association, and members are jointly and severally liable for pool obligations

Mandates the pool obtain a certificate of authority from the Texas Department of Insurance before operating, maintain excess insurance or reinsurance contracts, and submit to commissioner examinations at least every five years

Authorizes the commissioner to impose administrative penalties of up to $2,000 for initial violations and $4,000 for subsequent violations, and to suspend or revoke the pool's certificate of authority for noncompliance; applications for certificates may not be submitted before January 1, 2026
