Requires Texas public institutions of higher education to calculate adjunct and part-time faculty work hours at 3.35 hours per credit hour or contact hour of instruction for Public Service Loan Forgiveness (PSLF) certification purposes

Mandates institutions designate part-time faculty as full-time employees for PSLF purposes if their calculated hours average at least 30 hours per week

Requires institutions to process PSLF employment certification requests within 60 days of receiving the application, including verifying employee information and certifying eligible employees

Requires institutions to provide written notice to all employees by October 1 each year about the PSLF program and employee eligibility, deliverable via hand delivery, mail, email, or other electronic communication

Authorizes the Texas Higher Education Coordinating Board to adopt rules to administer these requirements, with an effective date of September 1, 2025
