Operators must complete remedial actions within 30 days of receiving inspection reports, with follow-up inspections required to verify compliance before the Commission can approve ownership transfers

Authorizes the Railroad Commission to direct electric utilities to terminate service to orphaned, inactive, or non-compliant wells and facilities deemed susceptible to wildfires, with reinstatement only after compliance is confirmed

Establishes enforcement mechanisms including permit suspension or revocation, surface owner notification, and administrative penalties up to $10,000 per violation, effective September 1, 2025
