Amends Section 263.152(a) of the Local Government Code to expand county authority for donating surplus or salvage property to civic or charitable organizations located within the county

Removes the previous requirement that counties first determine a sale would likely result in no bids or a bid price less than the county's expenses for the bid process before donating property

Requires commissioners courts to determine that donations serve a public purpose and that the county can retain sufficient control over the donation process to ensure the public purpose is accomplished

Mandates that recipient organizations provide adequate consideration to the county, such as covering transportation or disposal expenses related to the property

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, otherwise becomes effective September 1, 2025
