Changes elevator, escalator, and related equipment inspections from annual to semiannual (twice per 12-month period) requirements under the Health and Safety Code

Defines "semiannual inspection" as an inspection performed twice yearly in accordance with applicable ASME Code A17.1, A17.3, A18.1, or ASCE Code 21 standards, including any acceptance inspection performed within that period

Requires building owners to have equipment inspected semiannually by a registered elevator inspector and file inspection reports with applicable fees within 30 calendar days of each inspection

Authorizes emergency orders to disconnect power or lock out equipment if a semiannual inspection has not been performed in more than two years

Takes effect September 1, 2025
