Prohibits the Texas Commission on Environmental Quality from issuing permits for concrete plants (wet batching, dry batching, or central mixing operations) located in municipal areas not subject to zoning regulations if the plant is within five miles of a school, licensed day-care center, or hospital

Applies to multiple permit types under existing Health and Safety Code sections, including standard permits and various authorization mechanisms for concrete plant operations

Only affects permit applications filed on or after September 1, 2025; applications filed before that date remain subject to existing law

Adds new Section 382.051991 to Chapter 382, Subchapter C of the Health and Safety Code
