Creates a new state licensing program for reroofing contractors through the Texas Department of Licensing and Regulation, covering individuals or businesses that repair, recover, or replace existing roof coverings on residential or commercial structures

Establishes a seven-member Reroofing Contractor Advisory Board consisting of four licensed reroofing contractors, two public members, and one state agency representative to advise on educational matters and industry practices

Requires license applicants to provide proof of business registration, mailing address, general liability insurance, surety bond, and undergo criminal background checks; licenses are valid for two years and are non-transferable

Mandates licensed contractors include their license number on all contracts and advertisements, and provide written contracts containing contact information, cancellation policies, and department complaint information before beginning work

Authorizes civil penalties up to $500 per violation and administrative sanctions for violations; rules and fees must be adopted by April 1, 2026, with license issuance beginning no later than June 1, 2026
