Amends Section 502.402(b-1) of the Transportation Code to expand which counties can increase optional vehicle registration fees beyond the standard amount

Allows counties with populations under 700,000 that meet certain criteria, as well as counties described under a separate subsection (a)(2), to raise the additional fee up to $20

Requires voter approval through a referendum election, with a majority of qualified voters voting in favor before the fee increase can take effect

Authorizes the commissioners court to order and hold the referendum election for this purpose

Takes effect September 1, 2025
