Abolishes three separate trust funds: the Pan American Games trust fund, the Olympic Games trust fund, and the motor sports racing trust fund, consolidating event funding under the existing events trust fund

Removes the Olympic Games and Pan American Games from the list of eligible "games" that can receive state funding support, while retaining eligibility for events like the Super Bowl, World Cup, NCAA Final Four, and professional all-star games

Creates a tiered state matching formula based on host community population size: 12.5x multiplier for areas under 50,000 population, decreasing to 6.25x for areas with 500,000 or more residents

Exempts events in counties or municipalities under 500,000 population from the requirement to consider out-of-state sites if estimated attendance equals at least 25% of the local population

Establishes new deadlines including: funding requests due 90 days before events begin, local money remittance due 90 days after events end, and remaining fund money disbursement within 120 days of receiving required event information
