Removes the existing requirement that health benefit plans pay noncontracting (out-of-network) dentists the same reimbursement rate as contracting (in-network) dentists

Maintains the requirement that plan beneficiaries may assign their right to payment or reimbursement directly to the dentist who provides services

Requires health benefit plans to offer at least one payment method that provides dentists 100% of the contracted reimbursement amount without requiring the dentist to pay fees to access the payment

Mandates disclosure of any fees associated with payment methods on the plan's website and upon request by dentists or plan beneficiaries

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026, with the Act taking effect September 1, 2025
