Expands liability protection for contractors who design, install, construct, maintain, or repair highways, roads, or streets for any governmental unit, not just the Texas Department of Transportation

Extends liability limits to cover work on public safety devices or traffic management systems installed on highways, roads, or streets

Shields contractors from liability for personal injury, property damage, or death if they are in material compliance with contract documents related to the condition or defect that caused the harm

Applies only to causes of action that accrue on or after September 1, 2025; claims arising before that date remain governed by prior law
