Allows health care providers delivering personal care, attendant care, and other Medicaid services to use commission-approved alternative electronic visit verification (EVV) systems instead of only proprietary systems

Requires the Health and Human Services Commission to maintain and publicly post a current list of approved alternative EVV systems, including vendor contact information and selection forms

Provides health care providers 90 days to implement a selected alternative EVV system after the commission approves their signed selection form

Mandates reimbursement of EVV visit transaction costs to vendors of approved alternative systems that meet commission standards, to the extent allowed by federal law

Permits providers to continue using a previous vendor's EVV system when the commission changes vendors, as long as the system meets standards, and allows use of emerging technologies including internet-based, mobile, and GPS-based systems
