Expands recording requirements for grand jury proceedings to include all statements made by the grand jury, the attorney representing the state, and the examination and testimony of witnesses, though deliberations may not be recorded

Establishes new discovery rights for accused or suspected persons who receive notice of a grand jury investigation, requiring the state to produce offense reports, witness statements, and other material evidence upon request

Protects certain information from discovery, including the state's work product, investigator notes and reports, and written communications between the state and its agents or employees

Requires mandatory disclosure of exculpatory, impeachment, or mitigating information that tends to negate guilt or reduce punishment, while keeping victim and witness identifying information confidential unless court-ordered

Applies only to grand jury proceedings beginning on or after September 1, 2025, with unauthorized disclosure of information received under the article punishable as contempt of court
