Authorizes veterinarians to practice veterinary medicine by telephone or electronic means after a veterinarian-client-patient relationship has been established

Creates a medical emergency exception allowing veterinarians to provide care by telephone or electronic means without an established relationship if the animal's condition could result in irreparable harm or suffering

Requires veterinarians practicing via telemedicine to hold a valid Texas license, be routinely engaged in veterinary practice in Texas, and comply with all state and federal laws

Gives the Texas State Board of Veterinary Medical Examiners jurisdiction over telemedicine practice regardless of the veterinarian's physical location

Prohibits veterinarians from prescribing controlled substances via telephone or electronic means unless they have either examined the animal in person or made medically appropriate and timely visits to the premises where the animal is kept

Takes effect September 1, 2025
