Authorizes mediators to compel arbitration within 45 days after filing their report if a party failed to participate in mediation in good faith, which bars civil action by either party

Caps arbitrator fees at a maximum amount set by commissioner rule, requiring the amount to be reasonable and fairly compensate the arbitrator

Applies to health care services provided on or after January 1, 2026, with an effective date of September 1, 2025
