Requires any surplus money in the foundation school fund (when appropriations exceed the amount school districts are entitled to receive) to be dedicated exclusively to increasing the basic allotment under the Foundation School Program

Adds new Section 48.2722 to the Education Code restricting how excess foundation school fund appropriations may be used

The basic allotment is the per-student funding amount that serves as the foundation of Texas school finance calculations

Effective date is September 1, 2025
