School districts must establish and maintain a publicly accessible online portal on their website with interactive dashboards and data visualization tools to provide real-time access to critical district documents

The portal must include all contracts and consulting agreements with details such as total contract value, change orders, payment applications, project timelines, conflict of interest disclosures, and contractor selection process information

Districts must disclose investment policies (objectives, risk tolerance, diversification strategies, fee structures) and provide regular investment portfolio performance reports including returns, fees paid, benchmark comparisons, and companies involved in buying/selling district bonds

Minutes, certified agendas, or recordings of all regular and special board of trustees meetings must be posted, along with PDF copies of agenda items when available, plus district financial reports

Districts must update the document repository within 30 days of creating, receiving, or modifying any required document; the act takes effect immediately with two-thirds legislative vote or September 1, 2025
