Creates a new "farm winery permit" available only to existing winery permit holders who produce Texas wine, defined as wine that is at least 75% fermented juice from Texas-grown grapes or fruit and bottled in the state

Allows farm winery permit holders to operate up to five off-site locations where they can sell Texas wine for on-premises consumption by consumers

Permits direct sales of Texas wine to consumers in unbroken packages for off-premises consumption, capped at 250,000 gallons annually, at both the winery and authorized off-site locations

Sets the annual farm winery permit fee at a maximum of $500, with 50% of fee revenue deposited into a new Farm Winery Marketing Assistance Fund and 50% going to the general revenue fund

Establishes the Farm Winery Marketing Assistance Fund as a dedicated account for the Department of Agriculture to promote and market farm wineries, funded by permit fees, legislative appropriations, interest earnings, and grants
