Authorizes municipal governing bodies to adopt ordinances establishing standards for structured sober living homes, provided the standards comply with state and federal fair housing laws and the Americans with Disabilities Act

Defines "structured sober living home" as a residence providing alcohol-free or drug-free housing to unrelated individuals recovering from addiction who are receiving outpatient behavioral health services, along with independent living skills development and supervised structured recovery activities

Permits municipalities to require owners/operators to provide written notice to residents including the home's name and address, property owner contact information, and a copy of any lease stating the property's use as a sober living home

Allows municipalities to mandate that sober living homes supervise residents during all operating hours and maintain an operation plan covering rehabilitation facilitation, property maintenance, and noise abatement compliance

Municipalities may exempt sober living homes from these standards if the home is already subject to adequate oversight by another governmental entity or contractor

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
