Establishes that beneficiary designations are revocable, nontestamentary instruments that can be changed at any time without beneficiary consent and cannot be revoked or superseded by a will

Requires joint owners with right of survivorship to make beneficiary designations together, with the designation only taking effect upon the death of the last surviving joint owner

Mandates beneficiaries submit an application for statement of ownership and proof of death within 365 days of the owner's death; failure to do so voids the beneficiary designation

Specifies that designated beneficiaries receive the manufactured home subject to all existing encumbrances, liens, and other interests, and that the transfer does not affect creditors' collection rights
