Establishes the Texas Do-Not-Sell Registry, a voluntary program administered by the Department of Public Safety allowing Texas residents aged 18 and older to waive their right to purchase or receive transfer of firearms

Offers two waiver options: a temporary waiver that automatically expires after 180 days, or an indefinite waiver that remains in effect until revoked by the individual

Requires the department to submit waiver information to the FBI's National Instant Criminal Background Check System (NICS) within 24 hours of receiving a valid waiver, and suspends any handgun carry license held by the individual

Sets mandatory waiting periods before revocation: 30 days for temporary waivers and 90 days for indefinite waivers, with removal from NICS processed within 3 business days of valid revocation

Allows individuals to designate a third party to be notified if they attempt to purchase a firearm while on the registry or submit a revocation, and requires licensed firearms dealers to report denied transfers to DPS

Requires DPS to implement the registry, forms, and procedures by September 1, 2026, with the act taking effect September 1, 2025
