Restricts the display of "51%" firearm prohibition signs to only businesses where 51% or more of gross receipts come from alcoholic beverage sales, prohibiting other businesses from displaying these signs

Imposes a $1,000 administrative penalty for the first violation of improperly displaying a 51% sign, with license or permit revocation for subsequent violations

Requires the Texas Alcoholic Beverage Commission to publish an online list of license/permit holders who derive 51% or more of their revenue from alcohol sales and must display the required sign

Adds a new requirement that 51% signs must include a phone number designated by TABC for reporting businesses improperly displaying the sign

Takes effect September 1, 2025, and applies only to conduct occurring on or after that date
