Amends existing Texas law (S.B. 14 from 2023) to add criminal penalties for physicians or health care providers who perform gender transitioning procedures or provide related treatments to children, making violations a state jail felony

Prohibits non-physician mental health professionals from providing gender-affirming therapy or counseling to children to treat gender dysphoria when the purpose is to affirm a gender inconsistent with the child's biological sex

Creates a new criminal offense (state jail felony) for mental health professionals who provide prohibited gender-affirming therapy or counseling to minors

Prohibits physicians, health care providers, and mental health professionals from referring children to out-of-state practitioners for gender transition procedures, treatments, or gender-affirming therapy that would be illegal in Texas

Makes referring a child to an out-of-state provider for prohibited gender-related care a state jail felony; effective date is September 1, 2025
