Requires voters to declare a political party affiliation on their voter registration application in order to vote in that party's primary election, replacing the current open primary system where voters choose which primary to participate in at the time of voting

Voter registration certificates must indicate the voter's political party affiliation; voters who do not declare an affiliation will be listed as "independent" and cannot vote in any party's primary election

Creates criminal offenses for voting in a primary election without proper party affiliation: a second-degree felony for knowingly voting, and a state jail felony for knowingly attempting to vote

Voters may change their party affiliation by notifying the voter registrar, and the change takes effect according to existing procedures under Section 15.025 of the Election Code

County voter registrars must mail notices to all registered voters by October 1, 2025 explaining the new affiliation requirement, with a postage-paid postcard to declare affiliation; voters who do not respond by December 31, 2025 will be listed as independent, with new requirements taking effect September 1, 2026
