Prohibits school districts, open-enrollment charter schools, and their employees from providing or allowing third parties to provide instruction, guidance, activities, or programming regarding sexual orientation or gender identity to students in prekindergarten through 12th grade

Preserves students' First Amendment rights to engage in protected speech or expressive conduct that does not materially disrupt school activities

Allows authorized personnel to continue providing physical or mental health-related services to students, subject to required parental consent

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
