Grants parents, managing conservators, or guardians the right to access a child's medical, dental, psychological, or surgical treatment records, regardless of whether they were required to consent to or actually consented to the treatment

Access rights apply unless specifically limited by court order

Defines "child" as a person under 18 years of age who has not been married or had the disabilities of minority removed for general purposes

Clarifies that the Health and Safety Code cannot be construed to limit parental access to a child's health records granted under other laws

Takes effect September 1, 2025
