Requires electric cooperatives to provide certificated telecommunications providers with just, reasonable, and nondiscriminatory access to their rights-of-way, distribution poles (up to 34.5 kilovolts), and related buildings for facility placement

Caps pole attachment rates at either the contractually agreed rate or the rate permitted under Federal Communications Commission rules (47 U.S.C. Section 224), whichever applies

Limits make ready costs and pole evaluation requirements to amounts that would be allowed under FCC rules for federally regulated entities

Grants the Public Utility Commission of Texas authority to open contested case proceedings on complaints from either telecommunications providers or electric cooperatives regarding pole attachment rates and make ready costs

Requires certificated telecommunications providers to comply with the same pole attachment requirements as broadband providers under existing Section 253.0403
