Pet stores are prohibited from selling or offering to sell dogs or cats, with violations subject to civil penalties of up to $500 per day for each animal sold or offered for sale

Pet stores may provide space for animal care facilities (government-operated shelters) or 501(c)(3) animal rescue organizations to showcase dogs and cats for adoption, but cannot have ownership interest in the animals or receive fees for the showcase space

Animal rescue organizations must meet strict criteria to qualify, including not breeding animals, not obtaining animals for compensation, not being located on the same premises as a breeder or broker, and having no employees affiliated with breeders or brokers

The attorney general, district attorney, or county attorney may bring actions to collect civil penalties or obtain injunctions to stop violations

The law takes effect September 1, 2025, and applies only to sales or offers occurring on or after that date
