Changes the distribution of state traffic fine revenue received by the comptroller from 70/30 to 50/50 split between two funds

Reduces the allocation to the undedicated portion of the general revenue fund from 70 percent to 50 percent

Increases the allocation to the designated trauma facility and emergency medical services account from 30 percent to 50 percent

Maintains the existing $250 million annual cap on deposits to the general revenue fund, with any excess going to the Texas mobility fund

Applies only to revenue collected on or after September 1, 2025, with previous revenue distributed under prior law
