Exempts individuals from structural pest control licensing requirements when performing outdoor nuisance bird control activities without compensation or on behalf of a public improvement district

Permitted control methods under the exemption include laser lights, noise-emitting devices, and recorded sounds that comply with local noise ordinances

Explicitly prohibits the exemption from covering devices that kill, harm, trap, or collect live birds, as well as chemicals and explosive devices

Exemption does not apply to activities that pose risks of harm to persons, animals, property, or the environment

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise September 1, 2025
